I'm pretty sure that this is an issue on Apple's end. I'm running into the same issue on multiple devices when trying to flight new builds.

Replied In Not receiving Beta feedback emails

This is one of my most hated "features" of TestFlight. Apple doesn't send you any of the feedback items via email (nor even a rollup summary), instead you have to remember to login to App Store Connect, navigate through a few menus to get the page you show above and then click Feedback > Screenshots.

Do we any ETA as to when this issue will be resolved? We're still unable to upload new builds.

The same thing is happening to me on a 2017 iMac and a 2019 MBP.
